01 · WHAT EVEN IS MQA?

MQA is the quality-control layer between a qualification claim and a qualification you can responsibly rely on.

The current Maldives Qualifications Authority began on 14 August 2000 as the Maldives Accreditation Board and was renamed MQA on 17 May 2010. Its core job is to assure the quality of post-secondary qualifications and maintain the Maldives National Qualifications Framework.

In normal-person language: MQA helps define what qualification levels mean, accredits programmes offered in Maldives, checks whether providers deliver what they promised, and assesses qualifications earned locally or overseas.

MQA does not choose your career. It checks whether the academic ladder beneath that career is real, properly placed and quality-assured.

Verify before the deposit

  1. Check the institution. Use MQA’s country links to the relevant national competent authority—not a screenshot supplied by a recruiter.
  2. Check the exact qualification. Search MQA’s foreign-qualifications list, but remember the site explicitly says a listing does not guarantee recognition for an individual.
  3. Check your entry route. Compare your existing qualifications with the current MNQF Entry Criteria.
  4. Collect the full programme identity. Official name, awarding body, country, campus, mode, delivery method, duration, credits, dates, entry criteria and course structure.
  5. Submit the Intended Programme form. Wait for a written answer before a non-refundable commitment.
  6. Verify admission, visa and scholarship separately. MQA recognition is not any of those things.
DURING02

Keep the evidence, not just the airport selfie

  1. Study the institution, programme, campus and mode that were assessed. Ask MQA before accepting a major change or transfer.
  2. Keep the offer or placement letter, enrolment evidence, semester transcripts, module outlines and course structure.
  3. Keep passport bio, visa and relevant travel pages. The recognition forms request these for overseas qualifications.
  4. If studying online or at a distance, keep evidence of examination venues, invigilation and assessment arrangements.
  5. Keep formal employment letters if work experience was used as an alternative entry route at Certificate IV or above.
  6. Arrange official English or Dhivehi translations for documents issued in another language.

Choose the right finish line

  1. Programme complete, final certificate pending? Use Qualification Assessment and include the completion letter.
  2. Final certificate issued? Use Recognition/Validation. The certificate must not be provisional.
  3. Prepare the final certificate, transcript or mark sheets, previous qualifications, school certificates, ID and relevant passport records.
  4. Need another validated copy? Use the second-copy form. Need an MQA-issued document attested for presentation elsewhere? Use the attestation form.
  5. Check whether your profession has a separate licensing or registration requirement. MQA recognition does not automatically replace another regulator’s approval.

BEFORE YOU TRAVEL TO SUBMIT

Current documents do not describe the channel in exactly the same way.

The 2023 recognition forms print counter-submission hours of 8:15am–12:00pm on working days. MQA’s 2025 service charter also refers to email for some recognition services. Because operational channels can change, confirm the current method before travelling or sending originals.

03 · MNQF IN NORMAL HUMAN LANGUAGE

Ten levels. One national ladder.

The Maldives National Qualifications Framework lets people compare qualification outcomes and provides a reference for recognition. Tap a level for its broad award family.

MNQF LEVEL 7

Bachelor’s degree

Bachelor’s, Bachelor’s Honours and specified professional qualifications sit here. The framework sets different credit and duration expectations for ordinary and honours degrees.

Common minimum: 360 credits / 3 full-time years; honours 480 credits / 4 years. Read the framework for exceptions and full rules.
ENTRY MATTERS

A real degree can still create a recognition problem if the person entered it through an ineligible route.

For example, the current general criteria place bachelor-level entry through successful higher secondary, a related Level 4 qualification or an approved Level 4 foundation route, with specified alternatives. Master’s entry generally requires a related bachelor or related Level 8 graduate diploma; doctoral entry generally requires a related Level 9 qualification. Do not reduce this to one sentence: disciplines, alternative routes and programme rules matter. Read the official criteria and ask MQA about your exact case.

MQA’s Recognized Foreign HEIs page links to competent bodies in Australia, Bangladesh, China, Egypt, India, Malaysia, New Zealand, Pakistan, Russia, Singapore, Sri Lanka, Türkiye, the United Kingdom and the United States. The list is a launchpad for checking legal recognition in the country of origin.

Still not a guarantee: MQA separately warns that an institution or programme appearing in a list does not automatically guarantee recognition for a particular person. Entry eligibility and the exact award details remain relevant.

IF YOU ARE AN EMPLOYER

Foreign qualification recognition uses a separate, employer-led form.

The current form asks for the employer’s details and stamp, company registration material, the qualification holder’s passport/visa/travel records, attested qualification and transcript copies, secondary and prior qualifications, translations, and distance-study details where relevant.

The form says academic documents should be attested by the foreign ministry of the qualification-holder’s country. Read the complete checklist before requesting documents from the candidate.

HOW LONG?

Treat published times as service targets, not permission to book a same-day victory dinner.

MQA’s 2025 Service Charter says relevant forms should generally receive a response within five official days or the applicant should be informed of a delay. In the recognition section it also lists acknowledgement within two official days, several answers within five official days, possible additional time where documents are missing or panel review is needed, and a longer target for some foreign qualification assessments.

Your best speed upgrade is completeness. A missing transcript is not a cute plot twist. Submit the correct form, every requested page, readable copies, translation where needed and a reachable contact.

MYTHS THAT DESERVE EARLY RETIREMENT

MYTH 01

“It is online, so it cannot be recognised.”

Mode alone is not the full decision. MQA’s forms specifically ask for distance-education exam and assessment arrangements. Ask about the exact case.

MYTH 02

“The university is famous, so the programme is fine.”

Reputation is not the same as competent-body recognition, an authorised award, correct campus and mode, or individual entry eligibility.

MYTH 03

“My friend’s same degree was recognised.”

Maybe. Your entry route, dates, campus, awarding body, credit transfer or mode can differ. MQA says decisions are case-by-case.

MYTH 04

“Attestation and recognition are the same.”

The current attestation form is for documents issued by MQA. Recognition/validation assesses the academic certificate. Different jobs, different forms.
